Establishes tiered civil penalty structure for violations of Oregon Department of Agriculture laws: up to $1,000 for certain animal remedy and livestock violations, up to $2,500 for manufacturers violating animal remedy/veterinary biologic laws, up to $5,000 for quarantine and specific livestock violations, and up to $10,000 for feed law violations (ORS 633.006 to 633.089)

Allows each day of a continuing violation to count as a separate and distinct offense, multiplying potential penalties

Directs all penalty money collected to the Department of Agriculture Service Fund, with continuous appropriation for enforcement of the laws under which penalties were assessed

Authorizes the department to suspend, revoke, or refuse to issue licenses and registrations for persons with unpaid civil penalties under the feed law provisions until penalties are paid in full

Requires the department to adopt penalty schedules establishing specific amounts for particular violations, with penalties imposed through ORS 183.745 administrative procedures
