Expands Oregon Health Authority's emergency health care provider registry to a broader "volunteer registry" that includes both health care providers and support/administrative personnel available to provide voluntary services beyond just emergencies

Allows previously licensed health care providers to be included in the registry if their license, certification, or authorization expired within the past 10 years and they meet other criteria established by the authority

Authorizes OHA to require training, criminal background checks, and health screenings (physical, emotional, and immunization status) as conditions for registry inclusion

Extends workers' compensation coverage and state agent liability protections to registered volunteers, including those deployed to other jurisdictions under the Emergency Management Assistance Compact and Pacific Northwest Emergency Management Arrangement

Changes OHA's authority to issue identification cards from mandatory ("shall") to discretionary ("may") and similarly makes establishing the card format by rule discretionary
