Eliminates the requirement for the Public Utility Commission to submit biennial reports to the Legislative Assembly evaluating the effectiveness of solar photovoltaic pilot programs

The eliminated report previously required assessment of pilot program effectiveness compared to other solar incentive programs, including expenditures under ORS 757.612 and tax credits under ORS 469B.100-469B.169

The eliminated report also previously required estimates of program costs to retail electricity consumers and the resource value of solar energy

The underlying solar photovoltaic pilot programs remain unchanged, including the 27.5 megawatt capacity cap, 500 kilowatt maximum system size, and 15-year payment terms for enrolled participants

Pilot programs closed to new participants on the earlier of March 31, 2016, or when cumulative capacity reached 27.5 megawatts
