Increases the daily operating license fee for Multi-Jurisdictional Simulcasting and Interactive Wagering Totalizator Hubs from $200 to $225 per operating day

Requires the Oregon Racing Commission to review fees charged in other states before adopting new license fee rules

Contains an emergency clause, taking effect immediately upon passage to preserve public peace, health, and safety
