Transfers administrative authority from the Department of State Police to the Department of the State Fire Marshal for equipment damage claims, emergency response operations, and fire-related emergency powers when the Governor is unavailable

Expands the Governor's Fire Service Policy Council from 9 to 12 appointed members, adding representatives from federally recognized Oregon Indian tribes, fire service administrative personnel organizations, and the Oregon Health Authority's emergency medical services

Removes the Superintendent of State Police as an ex officio member of the Governor's Fire Service Policy Council and shifts the council's advisory role directly to the State Fire Marshal on fire policy and life safety implementation strategies

Authorizes the State Fire Marshal to purchase and dispose of materials, supplies, equipment, and motor vehicles necessary for department operations, replacing previous language about controlling state business vehicles

Maintains requirements for the State Fire Marshal to provide fire safety inspection training for adult foster homes to the Department of Human Services, Oregon Health Authority, and related agencies
