Establishes a flat $20,000 surety bond or letter of credit requirement for all landscape contracting business license applicants and licensees, replacing the previous tiered system that ranged from $3,000 to $20,000 based on job size

Eliminates the previous five-tier bond structure that set amounts at $3,000 (base), $10,000 (hardscape work or jobs $10,000-$25,000), $15,000 (jobs $25,000-$50,000), and $20,000 (jobs over $50,000)

Requires bonds to cover payment of Oregon taxes, labor and material costs, judgments for negligent/improper work or breach of contract, and board-ordered payments

Mandates bond coverage for backflow assembly testing and installation, landscape irrigation control wiring, outdoor landscape lighting installation, and tree removal/pruning services

Passed the Oregon Senate on March 11, 2025 and the House on May 15, 2025; requested by Governor Tina Kotek for the State Landscape Contractors Board
