Requires the Oregon Department of Education to develop a formula for calculating the cost of efficient and effective funding for regional special education programs serving children with low incidence disabilities (visual impairment, deaf/hard of hearing, deafblind, orthopedic impairment, autism spectrum disorder, traumatic brain injury)

Mandates biennial reporting to the Governor and Legislative Assembly by September 1 of each even-numbered year comparing formula-calculated funding needs against actual funding provided

Reports must explain reasons for any funding gaps and project the state funding needed for the next biennium

Requires the Department of Education to publish these funding reports on its website
