Requires licensees holding full on-premises, limited on-premises, off-premises, temporary, or brewery-public house licenses to maintain invoices of alcoholic beverage deliveries for three years and make them available for Oregon Liquor and Cannabis Commission inspection

Changes the definition of "alcoholic beverage" from "more than" to "one-half of one percent or more" alcohol by volume, aligning threshold language across definitions for malt beverages and wine

Converts mandatory monthly reporting to the commission on quantities of malt beverages, wine, or cider received from direct-to-retailer permit holders from required ("shall") to optional ("may")

Clarifies the definition of "premises" or "licensed premises" to explicitly include all enclosed areas used in the business, public and private patron areas, and commission-designated outdoor service areas

Becomes operative January 1, 2026, with the act taking effect 91 days after the 2025 legislative session adjourns
