Expands disciplinary options available to the State Mortuary and Cemetery Board beyond suspension and revocation to include reprimands, license limitations, probation, and permanent revocation

Increases maximum civil penalty from $1,000 to $5,000 per violation for funeral service practitioners, embalmers, and cemetery/crematorium operators

Authorizes the Board to issue emergency suspension orders without a hearing and cease and desist orders when there is reasonable cause to believe violations are occurring or imminent

Establishes hearing request deadlines of 90 days for emergency suspensions and 21 days for cease and desist orders, with hearings to be scheduled within 30 days of a timely request

Applies to conduct occurring on or after the effective date; repeals ORS 692.260 and amends ORS 692.180, 692.230, 692.265, and 692.270
