Allows Coos County to approve golf courses on exclusive farm use (EFU) zoned land under expanded criteria, including land that is not high-value farmland, certain high-value farmland surrounded on all sides by an approved golf course and west of U.S. Highway 101, or land that was part of a tract growing specified perennials on December 6, 2007

Creates a temporary provision specifically for Coos County allowing golf course siting on EFU land that meets specific conditions related to perennial crop history and location west of U.S. Highway 101

Requires golf course approvals to comply with ORS 215.296 standards ensuring the use will not force significant changes to or increase costs of accepted farming practices on nearby farm lands

Sunsets the Coos County-specific perennial crop tract provision on January 1, 2028, after which golf courses on EFU land would only be allowed under the standard non-high-value farmland or surrounded-by-golf-course criteria

Amends ORS 215.213 and 215.283 to reference the new golf course siting criteria established in the bill
