Transfers oversight of drug treatment grants and the Drug Treatment and Recovery Services Fund from the Oregon Health Authority and Oversight and Accountability Council to the Oregon Criminal Justice Commission

Directs the commission to provide grants to counties, federally recognized tribes, and Behavioral Health Resource Networks for prevention, treatment, recovery support, and harm reduction services

Authorizes funding for community harm reduction programs including police diversion programs, community courts for drug-related offenses, and focused deterrence to eliminate open drug markets

Caps administrative and law enforcement costs at 15% of grant funding and requires grants be distributed equitably across regions based on need, with priority for detoxification facilities, sobering centers, treatment facilities, and peer recovery services

Requires the commission to conduct an analysis of substance abuse treatment effectiveness and report findings to the legislature by September 15, 2026
