Oregon Health Authority must study solutions for ensuring access to care for individuals in outpatient commitment, on conditional release under ORS 426.130, or with complex mental/behavioral health needs, with findings due to legislative health committees by September 15, 2026

An advisory group will be convened to consult on the study and provide recommendations on access to care solutions

A pilot grant program will fund hospitals and community partners to form regional partnerships increasing care capacity for civilly committed individuals and those with complex mental/behavioral health needs, becoming operative January 1, 2026

Grantees may be required to collect and report data; OHA must report pilot program evaluation results by September 15, 2028 and may recommend legislation for successful aspects

Declares emergency effective July 1, 2025; study provisions repeal January 2, 2027 and pilot program provisions repeal January 2, 2029
