Defendants charged with felonies or Class A misdemeanors are prohibited from release on personal recognizance or conditional release and may only be released on security release (bail)

Standing pretrial release orders must specify that felony and Class A misdemeanor defendants are ineligible for release until arraignment

Release assistance officers lose authority to make release decisions for felony and Class A misdemeanor defendants; they may only recommend security amounts to magistrates

Oregon Department of Administrative Services must reimburse counties for pretrial incarceration costs of felony defendants at $100 per person per day or actual costs, whichever is higher

Appropriates General Fund moneys to the department for the 2025-2027 biennium for county reimbursement (amount left blank in bill)
