Oregon Department of Energy must provide all energy efficiency program information and assistance in the five most commonly spoken languages in the state other than English, including on its website

Department shall create a statewide clearinghouse with a single, universal application form for all energy and energy efficiency incentive programs, enabling cross-checking of eligibility across programs

Outreach efforts must prioritize low-income, energy-burdened, multifamily, and rental households, as well as those at risk of utility disconnection or on wait lists for assistance programs

Department must establish a statewide navigation and support system including a call center staffed by live persons, and develop a preferred contractors list of preapproved, high-quality contractors

All residential units in a multifamily building qualify for incentive programs if one unit qualifies; department must maintain a verified income-eligible household list usable across all programs with income requirements
