Establishes the Oregon Empowerment Scholarship Program to provide education savings accounts for eligible K-12 students who attended public school for at least 100 instructional days and are either students with disabilities, in foster care, identified as needing additional services, or eligible for free/reduced lunch

Transfers 90% of the statewide average per-student State School Fund distribution to individual student accounts managed by the State Treasurer, with funds usable for private school tuition, tutoring, educational therapies, online programs, post-secondary tuition, and Oregon 529 contributions

Limits enrollment to 0.5% of students per school district for the first 10 years (2026-2036) unless the district consents to higher participation, with lottery selection if applications exceed the cap

Allocates remaining funds as follows: 5% to the student's resident school district, 4% to the Department of Education for administration, and 1% to the State Treasurer for account management

Requires annual audits of each account, establishes a fraud reporting hotline, and classifies misuse of scholarship funds as theft by deception; unused account balances return to the State School Fund after graduation or four years of inactivity
