Establishes the After-School Learning and Enrichment Grant Program to fund after-school programs for students in kindergarten through grade 12

Eligible grant recipients include school districts, education service districts, public charter schools, federally recognized Indian tribes (through fiscal agents), and nonprofit or community-based organizations providing expanded learning opportunities

Department of Education will administer the program and propose quality and oversight standards for adoption by the State Board of Education

Grant process must prioritize funding for programs serving youth from rural areas and historically underserved populations, including youth with disabilities and foster children

Appropriates an unspecified amount from the General Fund to the Department of Education for the biennium beginning July 1, 2025, with an emergency clause making the act effective July 1, 2025
