Requires applicants for psilocybin manufacturer licenses, marijuana production licenses, marijuana processor licenses, and medical marijuana grow site/processing site registrations to identify and verify property ownership with the county before licenses can be issued

Non-owner applicants must provide written notification to property owners and obtain the owner's notarized signature consenting to the licensed activity on their premises

Property owners may specify the number of annual license terms for which their consent remains valid

Oregon Health Authority and Oregon Liquor and Cannabis Commission must cancel applications if ownership cannot be verified or required owner consent is not received

Provisions become operative January 1, 2026, with the act taking effect 91 days after the 2025 legislative session adjourns
