Removes the prohibition on county courts or boards of county commissioners establishing justice of the peace districts that include the county seat or cities where circuit courts regularly hold court

Eliminates special exemptions that previously allowed Baker, Crook, Gilliam, Grant, Harney, Morrow, Sherman, Tillamook, and Wheeler counties to maintain existing justice of the peace districts in county seats under certain conditions

Preserves the existing six-district maximum for justice of the peace districts per county

Retains county authority to require justice of the peace candidates be members of the Oregon State Bar when establishing district boundaries
