Child abuse reports involving children in DHS-certified foster families or foster homes must be investigated by DHS's specialized program for training, investigations, and safety, unless the alleged abuser is the child's biological parent

Amends ORS 409.185 to add new requirements for how the Director of Human Services develops standards and procedures for child protective services assessments and investigations

Applies to investigations pending or commenced on or after July 1, 2027

Allows the Director of Human Services to take preparatory actions before the operative date to ensure readiness for implementation
