Prohibits the Oregon Transportation Commission from establishing any toll on Interstate 205, notwithstanding any other provision of law

Removes existing statutory language that directed tolling on I-205 from the Washington state line to its intersection with I-5

Retains tolling authority on Interstate 5 from the Washington state line to its intersection with I-205

Amends ORS 383.150 while maintaining requirements that any tolls must reduce congestion, improve safety, and minimize impacts to underrepresented communities
