Amends ORS 809.235 to change how additional waiting time is calculated for persons with permanently revoked driving privileges who receive a new motor vehicle-related conviction during the revocation period

Under current law, a new conviction resets the 10-year waiting period to petition for license restoration; the bill instead adds only the time between the new conviction and when the person would have been eligible to petition

Applies to individuals whose most recent motor vehicle conviction occurred on or after January 1, 2023

Declares an emergency, making the act effective immediately upon passage

Affects persons whose licenses were permanently revoked for offenses including vehicular homicide, manslaughter, criminally negligent homicide, first-degree assault involving a motor vehicle, or felony/repeat DUI convictions
