Oregon Department of Emergency Management must establish the Oregon Nonprofit Security Grant Program to provide grants to 501(c)(3) nonprofit organizations at risk of bias crimes for security enhancements

Individual grants are capped at $150,000 per application, with awards ranked based on the applicant's level of risk and history of being subject to bias crimes

Oregon Nonprofit Security Grant Program Fund established in State Treasury, with the department limited to spending 5% of fund deposits on administrative costs
