Removes the requirement that residents of independent living facilities pay a portion or all of their housing and support costs, and eliminates the department's authority to grant exceptions for temporary job loss

Authorizes the Department of Human Services to exempt individuals from criminal background check requirements if they were placed in a foster household by the department before turning 18 years old

Applies to independent living programs serving unmarried persons ages 16-20 who have been in substitute care, or ages 16-24 who experienced at least six months of homelessness after age 14

Maintains existing requirements that residents follow department-approved independent living plans consisting of education, employment, or volunteer activities
