Replaces all statutory references to "militia" and "organized militia" with "National Guard" throughout Oregon Revised Statutes chapters 396, 398, and 399

Eliminates the legal concept of the "unorganized militia," which previously included all able-bodied residents ages 18-45 not serving in the organized militia

Redefines the National Guard of Oregon to consist of the Oregon Army National Guard, Oregon Air National Guard, Oregon Civil Defense Force, and additional forces created by the Governor

Updates over 60 individual statutes affecting areas including paramilitary activity laws, rental protections for service members, property tax exemptions, employment protections, and emergency management compacts

Removes a misdemeanor penalty for members of the former "unorganized militia" who failed to appear when ordered to register or be drafted
