Adds 5 new circuit court judge positions across three Oregon judicial districts: 2 judges in Lane County (from 15 to 17), 2 judges in Clackamas County (from 11 to 13), and 1 judge in Douglas County (from 5 to 6)

Increases General Fund appropriation to the Judicial Department by $1,835,445 for judicial compensation and $3,595,975 for operations in the 2025-2027 biennium to implement the new positions

Provides an additional $166,256 appropriation for judicial compensation contingent on House Bill 2712 becoming law

New judgeships become operative on January 1, 2026, with the Governor and Judicial Department authorized to take preparatory actions before that date

Declares an emergency, making the act effective immediately upon passage
