Requires the Governor to fill U.S. Senate vacancies by appointment within 30 days of the vacancy occurring

Appointees must be qualified citizens who have been affiliated with the same political party as the departing Senator for at least 180 days before the vacancy occurred

Special elections to fill U.S. Senate vacancies must be held between 80 and 150 days after the vacancy occurs

Gubernatorial appointments expire when the term ends or when a successor is elected and qualified through the special election, whichever comes first

Prohibits the Governor from appointing themselves to fill a U.S. Senate vacancy
