Establishes the Task Force on Transitions into Kindergarten with 17 members appointed by the Senate President (2), House Speaker (2), and Superintendent of Public Instruction (13), including parents of children with disabilities, educators, disability advocates, and child welfare representatives.

Requires the task force to develop best practices for reviewing IEPs and Section 504 plans before kindergarten begins and ensuring accommodations, equipment, and services are ready on the first day of school.

Directs consideration of summer programs to familiarize children with disabilities with new school environments and compensable opportunities for in-person conferences between preschool providers and school district staff.

Legislative members serve as nonvoting advisory members; non-legislative members serve as uncompensated volunteers; Department of Education provides staff support.

Task force must submit a report with potential legislative recommendations to an interim education committee by December 15, 2026, and sunsets December 31, 2026.
