Transfers $3 million from the Flexible Incentives Account and $15 million from the Oregon CHIPS Fund to the General Fund by May 31, 2027, and transfers $14.68 million from the Workers' Benefit Fund to the Wage Security Fund

Abolishes the Summer Learning Program Account (ORS 327.496) on May 31, 2027, with remaining funds transferred to the General Fund

Extends the Agricultural Overtime Award Fund deadline from June 30, 2025 to January 2, 2027, and suspends the Oregon Rainy Day Fund transfer for the biennium ending June 30, 2025

Expands eligibility for levee project financial assistance from drainage districts to municipalities, and broadens refugee services grant eligibility to include entities that previously held federal resettlement contracts

Delays the Early Learning Council's deadline to implement certain eligibility criteria rules from July 1, 2027 to July 1, 2029, and adds Department of Justice authority to use its Protection and Education Revolving Account for actions under ORS 180.060
