Increases the maximum fee counties may impose on marriage licenses and domestic partnership registrations from $10 to $35 to fund conciliation and mediation services in domestic relations cases

Allows county governing bodies to periodically adjust the fee based on changes to the Consumer Price Index for All Urban Consumers (West Region), with increases taking effect July 1 following the decision

Requires county treasurers to provide quarterly financial reports to presiding judges showing balances and expenditures from conciliation and mediation service accounts, with first reports due by October 31, 2025

Requires presiding judges to submit annual financial reports on conciliation and mediation accounts to the State Court Administrator, with first reports due by July 31, 2026

Declares an emergency, making the act effective immediately upon passage (passed Senate March 11, 2025; passed House May 20, 2025)
