Amends ORS 419B.116 to modify the definition of "caregiver relationship" by changing the care requirement from "daily" to "regular" basis and allowing nonrelated foster parents to qualify after 12 consecutive months or 24 cumulative months (previously only 12 consecutive months)

Requires courts to provide persons with pending intervention motions notice of and opportunity to be heard in any hearing on the motion

Replaces the "best interests of the child" standard for intervention eligibility with a requirement that intervention be "consistent with the legal rights of the child or ward" under ORS 419B.090(3)

Removes the requirement that intervenors prove existing parties cannot adequately present the case

Allows courts to find relief consistent with the child's best interests even when alternative options may also serve those interests
