Higher Education Coordinating Commission must work with Portland State University and community colleges to establish post-secondary education programs for youth ages 16-26 with intellectual and developmental disabilities

Students can complete a two-year program at participating community colleges, with the option to continue in PSU's nondegree prebaccalaureate Career and Community Studies program

Programs must provide individualized support across academic, employment, and social activities, and prepare students for post-graduation employment and independent living outcomes

$600,000 appropriated to Portland State University for the Career and Community Studies program, and $900,000 allocated to participating community colleges for the 2025-2027 biennium
