Modernizes court communication by replacing requirements to "mail" documents with "send," allowing electronic transmission of appellate judgments, court orders, and notices to parties and lower courts

Authorizes the Chief Justice to make rules pursuant to Supreme Court-delegated authority and allows the Supreme Court to delegate rulemaking authority for court forms to the Chief Justice

Designates the Oregon Tax Court judge as a presiding judge with administrative responsibilities accountable to the Chief Justice, similar to the Chief Judge of the Court of Appeals

Permits courts to communicate with jurors through electronic methods beyond just telephone and mail, including allowing electronic completion and submission of juror eligibility forms

Changes automatic sealing of eviction case records from judgments by stipulation to judgments of dismissal or in favor of the defendant after 12 months, with plaintiff restitution judgments sealed after 5 years
