Amends ORS 244.120 to create a new exception to conflict of interest rules for elected officials and appointed board/commission members during local budget adoption under ORS 294.305 to 294.565

Allows public officials with an actual conflict of interest to fully participate in discussion, debate, and voting on local budgets that include compensation or benefits for themselves or their relatives

Previously, officials with actual conflicts were required to refrain from participating in discussion or voting, except when their vote was needed to meet a quorum (and even then, they could not participate in debate)

Declared an emergency measure, taking effect immediately upon passage rather than the standard 91-day waiting period
