Exempts incorporated cities with populations under 2,500 and counties with populations under 300,000 from prevailing wage requirements on public construction projects

Redefines "public agency" for prevailing wage purposes to include only the State of Oregon, state agencies, legislative and judicial departments, public universities, and statewide public corporations or intergovernmental entities

Maintains prevailing wage requirements for projects using $750,000 or more in public agency funds, regardless of which jurisdiction administers the project

Applies to construction projects solicited, advertised, or contracted on or after the effective date of the act

Amends ORS 279C.800 and 279C.810 governing prevailing wage requirements on public works projects
