Removes two grounds for injured workers to refuse modified employment offers while retaining temporary total disability benefits: offers that are not with the employer at injury, and offers that are not at a work site of the employer at injury

Workers may still refuse modified employment without losing benefits if the commute exceeds their physical capacity, the work site is more than 50 miles from the injury location (with exceptions), the offer conflicts with existing shift change policies, or it violates collective bargaining agreements

Amends ORS 656.268 to expand the range of modified employment placements that employers can offer to injured workers receiving workers' compensation benefits

Applies the same changes to home care workers and personal support workers covered under ORS 656.039
