Exempts small modular reactor energy facilities from the existing Oregon law (ORS 469.597) that requires nuclear power plant site certificates to be approved by statewide voter referendum

Defines "small modular reactor" as an advanced nuclear reactor with a nameplate capacity of 300 electrical megawatts or less

Requires qualifying reactors to be made of factory-fabricated components transported to the site for assembly

Permits multiple small modular reactors to be constructed and operated together at a single site
