Exempts small modular reactor energy facilities from Oregon's existing requirement (ORS 469.595 and 469.599) that a licensed repository for high-level radioactive waste disposal must exist before a nuclear power plant can be sited in the state

Defines "small modular reactor" as an advanced nuclear reactor with a nameplate capacity of 300 electrical megawatts or less, made of factory-fabricated components transported for on-site assembly

Allows multiple small modular reactors to be constructed and operated in combination at a single site

Adds new provisions to Oregon Revised Statutes 469.590 to 469.601, which govern nuclear facility siting requirements
