Celebrates the life and honors the military service of Charles Benjamin "Chuck" Mawhinney (February 23, 1949 – February 12, 2024), born in Lakeview, Oregon and later a resident of Baker City

Recognizes Mawhinney as the greatest marksman in USMC history and the fourth most effective sniper in American military history, having served 16 months in Vietnam with the 5th Marine Regiment HQ Scout Sniper Platoon

Notes his military decorations including a Bronze Star with "V" device, Navy and Marine Corps Commendation Medal with "V" device, Navy and Marine Corps Achievement Medal, and two Purple Hearts

Acknowledges his post-military career with the United States Forest Service until retirement in 1997, and that his accomplishments remained largely unknown until a 1991 book revealed his service record

Directs that a copy of the resolution be presented to Mawhinney's surviving family as an expression of sympathy and condolences
