Each Senator and Representative may submit no more than two draft measures for the 2026 regular session; interim committees, the Governor, and the Chief Justice may each submit no more than three drafts

Requests for draft measures must be submitted to Legislative Counsel by 5 p.m. on November 21, 2025; drafts delivered by January 9, 2026; and measures submitted for introduction by January 16, 2026

Exemptions from these limits apply to the Joint Committee on Ways and Means for fiscal measures, measures approved by the Senate President or House Rules Committee, and conduct committee matters

The Senate President, House Rules Committee, Ways and Means Committee, and conduct committees are not subject to the filing deadlines

Labor negotiations concerning legislative branch employees shall be conducted in executive session under Oregon Public Meetings laws rather than as legislative deliberations
