Proposes amending the Oregon Constitution to establish a parental right to choose which school their child attends, including public schools outside their attendance boundary, private schools, and homeschool programs

Creates school choice accounts funded at 80% of either $9,500 or the average per-student state distribution (whichever is greater) for parents who choose nonpublic education

Allows school choice account funds to be used for tuition, tutoring, curriculum, educational therapies, textbooks, testing fees, transportation, and post-secondary education expenses

Specifies that using school choice funds at private religious schools does not violate the Oregon Constitution's religious establishment clause, and that account funds are tax-free

Refers the proposed constitutional amendment to Oregon voters for approval or rejection at the next regular general election
