Amends the Oregon Constitution to establish a fundamental right to a clean, safe and healthy environment for all people, including children and future generations

Requires the state to protect and restore this right equitably, with highest priority given to children and future generations

Allows any person to seek equitable relief against state action or inaction that harms or threatens public safety and health interests in environmental quality

Directs courts to treat clean water, clean air, thriving ecosystems, and climate stability as compelling state interests; prevailing parties may recover litigation costs including attorney and expert witness fees

Enforceable immediately upon voter approval without requiring implementing legislation or exhaustion of other remedies; referred to voters at the next regular general election
