Proposes amending the Oregon Constitution to establish a parental right to choose private school, homeschool, or other non-public education options for children in grades K-12

Creates school choice accounts administered by tax-exempt entities, funded at 80% of either $9,500 per year or the state's average per-student distribution amount, whichever is greater

Allows account funds to be used for tuition, tutoring, textbooks, educational technology, uniforms, testing fees, transportation, therapy services, and post-secondary education expenses after high school completion

Prohibits the state from requiring participating parents or education providers to change their creed, curricula, teaching credentials, or admissions/hiring policies as a condition of receiving funds

Refers the proposed constitutional amendment to Oregon voters for approval or rejection at the next regular general election
