Amends Section 2, Article II of the Oregon Constitution to allow same-day voter registration, changing the current requirement from registering at least 20 calendar days before an election to registering no later than election day itself

Maintains existing voter qualifications: U.S. citizenship, 18 years of age or older, and six months residency in Oregon immediately preceding the election

Preserves the exception allowing persons who have resided in Oregon less than 30 days to vote for President and Vice President candidates if otherwise qualified

Requires the proposed constitutional amendment to be referred to Oregon voters for approval or rejection at the next regular general election
