Establishes a nine-member independent redistricting commission in January of each year ending in one to draw congressional and state legislative district maps based on population

Commission members must be current or former state law judges, appointed by majority vote of all county commissioners by January 15, with three members from each major party and three unaffiliated members

Districts must be contiguous, of equal population, utilize existing boundaries, preserve communities of interest, and be connected by transportation links; maps cannot favor any political party, incumbent, or affect minority voting strength

Commission must adopt final reapportionment plans by August 15 of the redistricting year; any elector may petition the Oregon Supreme Court for review by September 15, with final court decisions due by December 15

Proposed constitutional amendment would be referred to voters at the next general election for approval or rejection
