Amends the Oregon Constitution to prohibit legislators from voting on bills in committee or floor sessions when facing actual or potential conflicts of interest, requiring members to publicly announce the conflict and its nature

Defines "actual conflict of interest" as votes that would financially benefit or harm the member, their relatives, or associated businesses

Defines "potential conflict of interest" as votes that could financially affect the member, relatives, or associated businesses, excluding impacts that affect all state residents equally or broad industry/occupational groups

Exempts members from the voting prohibition when their participation is necessary to reach the minimum votes needed to pass or defeat a measure

Authorizes the Legislature to designate a regulatory agency to oversee compliance and provide an administrative enforcement forum; refers the amendment to voters at the next regular general election
