Individual legislators limited to requesting no more than 25 bill drafts from Legislative Counsel for odd-numbered year (long) sessions; legislative committees limited to 15 bill drafts each, with the Joint Committee on Ways and Means exempt from these caps

Governor and executive branch agencies collectively limited to 200 bill draft requests per long session, excluding budget implementation measures from the Department of Administrative Services

Other statewide elected officials (Secretary of State, State Treasurer, Attorney General, Labor Commissioner) and the Judicial Department each limited to 15 bill draft requests per long session

Senate Rules Committee or House Rules Committee may authorize additional bill drafts beyond the limits for any requester; original requesters may also request one additional bill draft when their measure passes its first chamber

Applies beginning with the 2027 legislative session; takes effect immediately upon passage as an emergency measure
