Establishes the Transit Funding Task Force with 21 members: 19 voting members appointed by the Governor representing transit providers, unions, businesses, government entities, and advocacy groups, plus 2 nonvoting legislative members appointed by the Senate President and House Speaker

Task force must determine statewide funding levels needed to maintain reliable, safe, and accessible transit service that accommodates population growth, and explore funding mechanisms to meet those needs

Report due to an interim transportation committee by December 1, 2026, including recommended revenue mechanisms with projected amounts, who would pay, and reliability assessments

Legislative Revenue Office provides staff support; state agencies must assist the task force and furnish necessary information

Declares an emergency for immediate effect upon passage; task force sunsets December 31, 2027
