Phases in a mandatory per-mile road usage charge for electric vehicles, hybrid vehicles, plug-in hybrids, and electric delivery vehicles (8,000-26,000 lbs) used for e-commerce, with existing EVs subject to the charge starting July 1, 2027, new EVs by January 1, 2028, and hybrids by July 1, 2028

Sets the per-mile rate at 5% of the per-gallon fuel tax, with an optional flat annual fee alternative for registered owners and lessees

Requires ODOT to submit biennial reports recommending a per-mile road usage charge rate sufficient to sustainably fund highway maintenance, including metrics for pavement condition, striping standards, bridge replacement timelines, and administrative costs

Suspends the zero-emission vehicle rebate program under ORS 468.444 until January 2, 2040, and limits the Charge Ahead Oregon rebate to one per household

Takes effect on the 91st day following adjournment sine die of the 2026 regular session
