Amends ORS 653.307 to require Bureau of Labor and Industries (BOLI) rules on minor work hours to be no less restrictive than the federal Fair Labor Standards Act as it existed on January 1, 2026

Locks in federal child labor protections at a specific date, preventing Oregon rules from being weakened if federal standards are later rolled back

Permits BOLI to adopt more restrictive rules only when necessary to implement changes in federal or state law that increase protections for minors

Changes existing law from prohibiting rules "more restrictive" than federal standards to prohibiting rules "less restrictive" than the January 1, 2026 federal baseline

Removes prior language allowing Oregon law to override federal standards, replacing it with a floor-based protection model
