Campaign contributions may be used for reasonable security-related expenses, including security and alarm systems and monitoring services for candidates, public officeholders, or their families when threats arise from their political role

Security and alarm systems purchased with campaign funds may be converted to personal use after the individual is no longer a candidate or officeholder

Conversion of security equipment to personal use is explicitly excluded from the definition of "gift" under Oregon government ethics laws (ORS 244.020)

"Family" for security expense purposes includes spouse, children, parents, grandparents, siblings, and half-siblings of the candidate or officeholder, plus spouses of those relatives—but excludes in-laws from the spouse's side
